So I forgone the normal configuration setup for my users who had this problem, and use the URL below to configure the user's Outlook to connect straight to Office365 cloud account, vs using the (Autodisover) feature, with user accounts. In all my test in Office365 cloud using OWA, everything seemed to work, also having users outside the firm try to edit their tasks and problems seem to go away but repairs when using VPN or onsite. The problem, this is what I believe was my problem, something is wrong with Active Directory on the local end, in relation to access rights. Which is to bypass Outlook auto-config feature and configure Outlook a direct connect to Office 365 account.
